Senate president Jim Metzen arrested on DWI charge



James Metzen, the president of the Minnesota Senate, faces drunken driving charges after his arrest early Tuesday in South St. Paul just hours after he gaveled the 2007 session to a close.

South St. Paul Police Chief Michael Messerich said Metzen was stopped in his sport-utility vehicle just past 2 a.m. after an officer observed him weaving in his lane. He was given a field sobriety test and was arrested. His blood-alcohol concentration was 0.15 percent, almost twice the legal limit of 0.08 percent.

"Senator Metzen was given no special treatment nor did he request any special treatment," Messerich said. "He was treated like anyone else."

Metzen, 61, a seven-term DFL senator from South St. Paul, told officers that he had three or four drinks, Messerich said. He was released and his wife picked him up around 4 a.m.

Metzen didn't immediately return a call about the incident. Messages left with a Senate DFL spokesman also produced no immediate response.

The case was being referred to the South St. Paul city attorney, but was expected to be prosecuted by another jurisdiction to avoid a conflict.

Metzen had the final word as the Senate adjourned for the year around midnight. "Let's go home," he told his colleagues. "Good work all."

Metzen has drawn previous attention over alcohol. In 2004, a Twin Cities television station aired a hidden-camera report on drinking at the Capitol. At one point, a DFL House member and lobbyists were captured on film drinking in Metzen's office.

The report never showed Metzen with a drink, but he supplied then-Rep. Scott Wasiluk with some alcohol during a late-night session.

"I came to raid your whisky," Wasiluk said.

"That's what it's there for," Metzen replied.

During last years campaign I had a chance to speak with Metzen in the social hall at St. Peter's church in Mendota. I mentioned to him that I finally realized that I should not drink coffee before I speak, that I am more relaxed with out it, even if I am tired. Jim replied "No, the secret is to drink five whiskey's first."

During the nights events at St. Peter's, Jim sat in the pew behind me with his head hanging low and his tongue hanging out. He apeared to be half asleep. I wish I had a camera!

One thing I noticed about Jim was that he always has Banaca breath spray in his possession.

In addition to serving as the Senate's presiding officer, Metzen is chairman of the Senate Business, Industry and Jobs Committee.

Metzen's legislative career began in 1974 when he was elected to the first of six House terms. He traded up to the Senate in 1986 and has been re-elected to that post six times, most recently in November.

Away from the Legislature, Metzen is a vice president at Key Community Bank in Inver Grove Heights.

On Saturday June 9th at 7:00PM, the Minnesota Teenage Republicans (TARs) will be hosting an event featuring former Governor Albert H. Quie. The event will be held at Minnetonka High School, room to be decided.

This is the second state-wide meeting in Alex Friedman's term as chair. We at the Minnesota Teenage Republicans hope to use this meeting and its high profile guest to attract more teenagers to the organization. Right now, there are 5 official chapters of TARs functioning in the state. (Minnetonka, Coon Rapids, Mounds View, Perham and Lakeville North), with a much larger number of "young republican" clubs in the state that are not yet affiliated with the central organization. We hope to increase the number of youth that are in contact with conservative principles and ultimately increase the number of teenage republican clubs. In 2004 TARs had over 20 clubs in
the state. It is not difficult to reach this goal again.

Albert H. Quie was born in 1923 in Dennison, MN. He was first elected to the Minnesota State Senate in 1954. An election to Congress followed just four years later, and Quie served with distinction as a Representative of Minnesota's First District from 1958 until 1979. In 1978, he ran for Governor against incumbent Rudy Perpich and won. He served out a full term, and since then, has served as an elder
statesman in the Republican Party of Minnesota. Governor Quie will be talking about His personal experience in politics, and why teenagers should get involved.

Minnesota Teenage Republicans is an organization dedicated to educating kids between the ages of 13 and 18 on Republican Party politics, and getting Republicans candidates elected. This event is open to any high school student for free, as well as any adult chaperone's or community leaders.

Today, Sunday, May 20th, there are five letters to the editor which air their views about the proposed increase in the gas tax. Problem is they are all in favor of the increase. I do not believe any of these people realize the bill which proposes the increase also includes a one-half percent increase in sales tax within the seven county metro area. This bill also includes increases in the motor vehicle sales tax and licensing fees. One of these letters claims that business groups support the increase in the gas tax. This is wrong! Chambers of commerce last fall supported the Transportation Amendment sighting the need for increased funding for mass transit but do not support the gas tax increase. The gas tax increase and other proposed increases will only drive up the cost of doing business in Minnesota and pass the costs on to us, the consumers.

I ask you all today to pick up your pens and refute these asinine letters in the paper today! It is high time that the Pioneer Press cover both sides of the issues fairly. It seems funny to me that these letters are being printed today, the day before the scheduled end to the regular session at the capitol. Are the editors at the paper trying to influence the outcome at the capitol? I would hope not. I would like to remind you that opinions are just that, opinions. Yours and mine and the writers of today's letters, as well as those of the editors at the paper are just that, opinions. The editors at the paper have been wrong before. They are people too, just like us. Their opinion is no better or worse than yours or mine. Just another opinion.

This bill also contains language that authorizes borrowing $1.5 billion over ten years, increasing motor vehicle license renewal fees for new cars and trucks, and it allows the seven county metropolitan area to charge us an additional half cent sales tax.

We all must take action! Contact them now and tell them we do not want to pay more taxes!

With a showdown over the tax-laden transportation bill imminent, the pressure will be on a few members of the Minnesota House to override Governor Pawlenty’s impending veto.

We can’t allow this to happen. If the tax-and-spenders in the Legislature find they are able to override just one of Governor Pawlenty’s vetoes, then get ready for a whole smorgasbord of tax increases.

Representatives Jim Abeler and Kathy Tingelstad have been on record as previously supporting a gas tax increase (in addition to supporting the current transportation bill which includes a 7 ½ cent gas tax increase, a wheelage tax, tab fees and a Metro area sales tax for transit). With gas prices at all time highs, do we really need to pay more at the pump than we already are?

Call or email these Representatives today. Even if they’re not your legislator, a vote to override the Governor means not only another wheelage tax for everyone in Anoka County, but sales tax increases all over the Metro without voter referenda!

Contact Jim Abeler and Kathy Tingelstad and ask them not to override any of the Governor’s vetoes. Tell them you’re taxed enough and tell them to stick with the Governor and the rest of their House Republicans.

Pawlenty keeps his promise to us taxpayers

Pawlenty vetoes $334 million dollar public works bonding bill on Wednesday, keeping his promise to us taxpayers. Of course there was some whining to be heard from the democrats.

"Everything is fun and games until someone gets an eye poked out, and the governor just poked out my eye by vetoing this bill," said Sen. Steve Murphy, DFL-Red Wing. "I think that is a clear indication he wants a train wreck at the end of session. He wants the Legislature to fail, and he wants to blame us."

Cry me a river Senator Murphy! It's your own damn fault. You, your fellow DFL'ers, and your senate president, Jim Metzen. What leadership, Hah! You are all a bunch of bonding bill maniacs! Take the 2006 billion dollar bonding bill. Has any body looked at what that thing funds? Nothing but pork projects for one and for all. Jim Metzen is so proud of that one, and called it a great success. The democrats have the nerve to say that the Republicans are "borrow and spend." At least Governor Pawlenty and the Republicans do something useful with the money they borrow, such as highway construction. Governor Pawlenty said he would gladly sign a stand-alone bill that would provide $2 million to provide flood relief for Browns Valley.

Assistant Senate Majority Leader Tarryl Clark, DFL-St. Cloud said, "We're not sure what we're going to do next."

My question is, what have you been doing for four months? You were warned. Did you think the governor was bluffing? Well keep on dreaming. Pawlenty has said that he will keep you there all summer. Want to keep on gambling that it's a bluff? The big downfall there is I am sure you all will eat up all the per diem you can squeeze from us.

One thing that I really enjoy about all of this, Metzen had money in this bill earmarked for light rail on Robert Street.

Senate President Jim Metzen, DFL- S. St. Paul, said he is pleased to have voted for the investment package, which includes two key items for the southeast metro area.

"This is not a traditional bonding year, so the investments we're making aren't on the scale of the nearly $1 billion we approved last year, but this legislation will mean important improvements in many areas of the state, and takes advantage of a better economic picture by using General Fund dollars to pay for many of these projects," said Sen. Metzen, "Our region does very well in this bill, getting much-needed funds for regional trail improvements in S. St. Paul, and for a study of transit options in the Robert Street corridor."

Included in the bill is $250,000 for the Met Council (W. St. Paul Mayor John Zanmiller is on this task force) to study transit options in several key corridors in the Twin Cities. One of which is the Robert Street corridor, where Sen. Metzen is pushing for exploration of a light-rail line. I recall that last years bonding bill included $500,000 for a study of the Robert Street corridor study. Maybe Jimmy wants to keep studying it until a study says "yes" to light rail down Robert Street!

Too bad, so sad. You are the Senate President. You are there to lead. You should know what to expect from the governor by now. Better get your ass to work, Jimmy!

I have to mention one more thing. This bill also includes $700,000 for upgrades at Veterans Memorial Community Center in Inver Grove Heights. This building is not very old at all. It's a very attractive building and it is well used by the community. Atkins is responsible for the construction of it and it was ill equipped from the beginning. The refrigeration system for the ice rinks were very inadequate from day one. Now Metzen, and I'll bet Atkins, want state money to bail it out. All I can say is $700,000 is a lot of money.

Joe Atkins, Not So Moderate

The Pioneer Press recently printed an article About Joe Atkins. The writer tried to make Joe appear to be this great moderate democrat who would consult business groups before voting for a tax increase. It also claimed that Joe is so in touch with mainstream Minnesota and then went so far as to claim that Joe comes from the same suburb as our great Governor, Tim Pawlenty. It made me ill and I decided to crank out a letter to the editor of said newspaper. Here it is as printed on Sunday, April 15th.

Not so moderate?

Your article painting state Rep. Joe Atkins as a moderate is a bit askew ("Atkins' antics build support for a possible U.S. Senate run," April 6). Not only does Atkins have a lifetime rating of only 19 percent from the Taxpayers League, he has voted lockstep with the DFL so far this session, on every tax increase proposed in the House.
His proposed bill that would criminalize leaving your gas pump unattended is not in sync with the pulse of mainstream Minnesota. Also, Atkins is a likeable and friendly person, but he is no Pawlenty.

I recently spoke to a person at GOP headquarters, and I was told how Joe has been passed up three times now for a leadership position in the House. She told me "Atkins lacks carisma."

Today's Pioneer Press had a little tidbit of information I found interesting. It states that Betty McCollum has endorsed Mike Ciresi to run against Norm Colman in 2008. Does this mean that Joe is out?
